SOLID WASTE SUB -ELEMENT <br />POLICY 4.5: By 1993, the county as part of its recycling <br />program shall eliminate open burning in urban' areas by <br />providing a facility for the recycling of organic waste, such <br />as: land clearing debris, grass clippings, etc. into compost <br />and mulch. <br />POLr"tember 1990, the county - in coordination <br />•with the Department of Environmental Health and the Division <br />of'Forestry will draft and adopt an ordinance prohibiting <br />open burning in urban areas by requiring the use of air <br />curtain incinerators when . recycling is not feasible. <br />Agriculturprocedures are exempted. The coordination in <br />this ordinance will be as follows: <br />Planning Department .will send a copy of all land <br />clearing permits—to—the Health Department and Division <br />of Forestry; <br />° Health Department will issue and enforce requirements; <br />and <br />° Division of Forestry will police and control open <br />-(---OBJECTIVE 5 Intergovernmental Coordination <br />By 1992, the county will establish a regular coordination mecha- <br />nism'with other local governments and agencies for an effective <br />system of Solid Waste Management. <br />POLICY 5.1: The county shall continue to follow existing <br />in et rel agreements with other local governments in <br />providing landfill capacity for solid waste disposal, for <br />administering a countywide recycling program, and for <br />studying and implementing new technologies. On-going studies <br />shall identify the following: <br />° New technology for recycling; <br />° New methods for safe solid waste disposal; <br />° Assessing the feasibility of implementing these new <br />technologies in Indian River County; <br />° Cost/benefit analyses for promising technologies. <br />The county staff will continue to participate in the monthly <br />meeting or Lne uuaa-county council or governments in stuaying <br />the formation of a Quad -county Resource Recovery <br />Unit/Electrical Generator Facility.
