-TRAFFIC CIRCn-AfiION-ELEMENT <br />POLICY 1.3: The county shall defer any roadway projects <br />neededto- serve -mew- developmenprojects—needed <br />address the 1989 existing deficiency, particularly when high <br />accident frequency is evident. If funds are removed from the <br />Five -Year Schedule of Capital Improvements for roadway <br />improvements needed to maintain the adopted level of service, <br />then &ny -devel opmen�nrder based—o"$(that <br />road will be amended, repealed or deferred in order to ensure <br />f that levels of service are maintained. <br />POLICE L-4: The county hereby adopts the -transportabion�-- <br />capital improvements program (TCIP) incorporated within this <br />element (Ref.: Tables 4.7.1, 4.7.2 and 4.7.3). This TCIP <br />shall be reviewed and,updated on an annual basis. <br />OBJECTIVE 2 ADEQUATE TRANSPORTATION SYSTEM <br />The county.traffic circulation system will operate at or above the <br />minimum service levels specified in Policy 1.1, and traffic system <br />improvements (identified in Tables 4,7,1, 4.7.2, 4.7.3) needed to <br />ensure operation of roadways at or above the adopted level of <br />sery c stan'ard—w `-ll a o i e. <br />POLICY 2.1: No development project shall be approved if the <br />projected impacts of the project would serve to reduce <br />service levels of any roadway on the traffic circulation <br />system below— the - standards - iderit-if ed in Policy <br />Conditions applicable to this policy are as follows: <br />° Development project shall be defined as any activity <br />which requires issuance of a development order. This <br />includes_: comprehensive_ plan amendment, rezonings, site <br />plan approval, preliminary plat approval, preliminary <br />approval, DRI developmen rr er approva1, and <br />building permit approval for single family structures. <br />Projected project traffic shall be based on the <br />application of HE trip rates ("Trip Generation, 4th <br />Edition or—subsequent editions), Indian River County <br />trip rates, or applicant derived/county approved trip <br />rates for the proposed use(s) to the project. <br />° Existing service level will be derived by using the peak <br />hour/peak season/peak direction traffic volume ranges or <br />average travel speeds of a link. Volume shall be the <br />sum of existing demand and committed demand.
