TO: Honorable Members of Indian DATE: <br />River County Board of Commissioners <br />THROUGH: Michael Wright <br />County Administrator <br />October 19, 1982 <br />FILE: <br />SUBJECT: Termination of Water Franchise for <br />Tropic Villas North and Customer <br />Services, Inc., and Public Hearing <br />for rate chanqe to franchise <br />customer. <br />e <br />FROM: George finer REFERENCES: <br />Utilities Manager <br />DESCRIPTION AND CONDITIONS: <br />In anticipation of an early start-up of the Reverse Osmosis water plant <br />and the desire of the county to improve the customer number base and to enhance <br />the rate study figures, there were early discussions between staff and the <br />franchise owners as to a mutually convenient time to -terminate the subject <br />franchises and provide county water to them. The dates were agreed to <br />be: <br />Tropic Villas North October 25, 1982 <br />Customers Services, Inc. November 1, 1982 <br />At the suggestion of the county attorney, a public hearing was scheduled <br />for October 20, 1982, in order to advise residents of the change of billing to <br />the county's established standard rates. <br />For the periods of time before the county water plant starts production, <br />we will serve these projects from purchased city water. (We will still be <br />below the peak contract availability of 600,000 gallons per day allowed by <br />Vero Beach.) Background information for each is provided in the following: <br />1. Tropic Villas North: <br />The county already provides sewer service to this subdivision so we already <br />have the meter records and customer accounts established. -As of October 25, <br />our regular meter reading date, the meter records will be used by the franchise <br />to.issue,their final bills for 116 units and one recreational building while <br />simultaneously being loaded into the county's billing computer as <br />the initial meter reading upon which to base county provided water service. <br />During the munth, the customers will be established as water and sewer <br />customers (riot sewer only). <br />This franchise was negotiated recently enough that impact fees and maintenance <br />fees were established and escrowed in county accounts of $22,600 and $2,278 <br />respectively. When we provide water service, the impact fee fund can be <br />transferred to the county. The developer has requested a refund of the accrued <br />escrow maintenance fund since different disposition was not provided in this <br />first such franchise resolution. <br />2. Customer Services, Inc.: <br />This subdivision of Laurelwood containing 248 lots had been mutually <br />agreed to have its final franchise meter reading as of .November 1, 1982. <br />It will be performed in a similar manner to that discussed above for <br />Tropic Villas North. However, the franchise shall turn the water system <br />only over to Indian River County while the sewage franchise will continue <br />to be operated by the franchise under the terms of the franchise resolut4on. <br />Preceding the county acquiring the water <br />which shows the customer lists to set up <br />and a bill -of -sale for the distribtuion <br />of the system. <br />system, we shall have documentation <br />meter records, as -built drawings, <br />mains prepared for the transfer <br />pw 689 <br />4 <br />OCT 2 0 1982 x 1 <br />
