NOV 3 <br />B <br />ROOK 1. %}yup <br />qualifications, it would be wise to drop the sitting and <br />kneeling positions and just require shooting from a standing <br />position. <br />It was pointed out that the qualifications require <br />"either" standing, sitting or kneeling. <br />Mr. Lucas further felt that rather than requiring <br />shooting all the rounds, it would be preferable to rely on <br />the instXuctor's opinion. <br />It was determined that no one further wished to be <br />heard. <br />ON MOTION by Commissioner Lyons, SECONDED <br />by Commissioner Fletcher, the Board unani- <br />mously closed the public hearing. <br />Sheriff Dobeck spoke in favor of including self defense <br />as one of the demonstrable needs in the ordinance. <br />Commissioner Lyons was of the opinion that this would <br />raise a*great many added issues since it can be interpreted <br />in very many ways. He felt the intent was just to make it <br />possible for a person who meets specific purposes to carry a <br />gun. <br />MOTION WAS MADE by Commissioner Wodtke, SECONDED <br />by Commissioner Bird, to amend Section 2 (f) (2) <br />re demonstrable need to state that "The applicant <br />has a demonstrated need to carry a firearm for <br />self-defense or as a result of his occupation, <br />employment, profession or other relevant factor <br />or activities." <br />Commissioner Lyons stated that he planned to vote <br />against this amendment on the basis that the reasons given <br />
