County School Boon.' <br />Declaration of Hazardous Walking <br />Conditions to Sebastian Llement.:: <br />and Thompson Elementary School:; <br />REFERENCES: James A. Burns, Superintendeii <br />to Board of County Commission. <br />dated October 27, 1982 <br />In May of this year, the School Board requested that the <br />City/County Traffic Engineering Department conduct a traffic <br />study in the vicinity of the,new Thompson Elementary School <br />along Oslo Road so that a determination can be made as to whether <br />"hazardous walking conditions", as defined by Chapter 234 Florida <br />Statutes, exist. If the traffic study indicated that "hazardous <br />conditions" do exist, the School Board could then apply for <br />State .funds to cover the cost of transporting students within <br />a two (2) mile radius of the school. The School Board also <br />requested this study be performed for those roads leading to <br />the Sebastian Elementary School from the South. <br />As a result of the above requests, the Traffic Engineering Divi- <br />sion performed the necessary traffic studies in September, 1982 <br />using criteria established in Section 234 F.S. The study indi- <br />+-,atod that "hazardous conditions" as defined by Florida Statutes <br />do not exist along Oslo Road leading to the Thompson Elementary <br />School (see report dated Sept. 30, 1982 attached). A study <br />was not performed along Lateral A Road north of CR 510 leading <br />to the Sebastian Elementary School simply because the County <br />does not have a dedicated right-of-way along this corridor nor <br />does the County maintain a road leading to the school along <br />tris route. County maintenance terminates at the Whitfield <br />Subdivision (approximately 1/8 mile to the south). The County <br />Public Works Division and County Attorney's office 'is presently <br />communicating with the property owners along this route and <br />along Powerline Road which lies ', mile west to acquire necessary <br />right-of-way for a road and pedestrian,path. <br />)n Octc.)ber 18, 1982, a meeting was held in the County Adminis- <br />trator's office attended by Dr. Burns,'Ken Evitt, Administrative <br />Ajsistant, Michael Wright, and Jim Davis. The County Staff <br />COMilM!;aicited to the School Board representatives the results <br />-' the study and the above details. <br />November 1, 1982, the Board of County Commissioners received <br />a 'Letter from the school Board giving official notification <br />that the School Board has determined that "hazardous walking <br />conditions exist, and requesting that the Board of County <br />Commissioners inform the School Board of the appropriate action <br />whioh will be taken. <br />
