Pinto <br />Utilities Director <br />FROM: George Liner <br />DESCRIPTION & CONDITIONS: <br />DATE: October 25, 1982 FILE: <br />SUBJECT: Water and Sewer Franchise <br />Application for Marsh Island <br />REFERENCES: <br />Marsh Island is a property in mid Indian River with access from the east <br />end of the Wabasso Bridge. An application had been received and distri- <br />buted to staff for review and comment September 17, 1982. Comments have <br />been reviewed with the developer and are being incorporated into the <br />franchise requirements. The resolution is of the approved format and has <br />provisions for: <br />Payment of the franchise application fee. <br />Inspectiun fee of $20 per unit. <br />Impact escrow account. <br />Maintenance escrow account. <br />Review and approval by county of plans before construction. <br />As -built drawings, engineer, D.E.R., and County approval of utilities <br />installation before connections are permitted. <br />Three percent franchise tax to be paid to County. <br />The utilities will provide for development that borders an environmentally <br />sensitive area. Reliability and back-up (fail-safe) provisions are <br />emphasized in the design. <br />The subdivision provides for 109 units for condominimum residence and <br />a clubhouse with water and sewer volumes to be about 40,000 gallons <br />per day. <br />Approval of the franchise does not at this time constitute approval of <br />the engineering plans for the utility systems. They are still under review, <br />and franchise approval is a prerequisite to design approval. <br />ALTERNATIVES & ANALYSIS: <br />Marsh Island is one of the current franchise applications. They have <br />met all known county requirements for applying for a franchise under <br />regulations of Indian River County. A request was made to provide <br />utilities to a future Audobon Society's Educational Center. This <br />provision is being made a part of the franchise's ability. <br />The alternative to approving the franchise would be to reject the <br />application. <br />RECOMMENDATION & FUNDING: <br />Staff recommends approval of the water and sewer franchised utility system <br />as applied for. <br />With application paid for, and provision for the escrowed accounts, there <br />should not be any financial load to Indian River County. <br />L_ NOV 3 1982 59 <br />in 51 Fh.-UE 863 <br />
