Koehler <br />947 20th Place <br />Vero Beach, Florida 32'";60 <br />Dear Commissioner <br />This correspondence is in regard to Realcor Company of <br />Florida, Inc. asking for a change in zoning to mobile park on <br />the 138 acres on the south side of Route 60 and the west side <br />Of I-95. This letter is meant to give you the reasons why I <br />feel you should vote yes for the rezoning. <br />I would like to point out that I do have two vested <br />interests in the outcome of this rezoning. I am a part owner <br />of the property and I am the listing real estate broker in <br />the transaction. Even though these two considerations are <br />strong, I have a stronger desire to have Indian River County <br />stay the most desirable place in Florida to live. <br />The following are considerations I would appreciate you <br />reviewing. <br />1. TAXES. There has been discussions that the county <br />would loose tax revenues if this property was zoned mobile <br />instead of industrial, etc. This is not a true statement. <br />If the tax assessor does the right job in appraising and uses <br />the income approach to taxes, then the county would certainly <br />receive more money -than if it were on a single family basis' <br />where the majority of owners would have the Homestead Exemption. <br />2. INDUSTRIAL ZONING. Indian River County has in the <br />past, discouraged industrial development and I see no reason <br />why it should change at the present time. Based on the land <br />used for industrial purposes in Indian River County in the <br />past 30 years, zoning this property industrial would doom the <br />property to a 71 year sell-out. This means, not considering <br />any other industrial property, this acreage would allow us to <br />-have a 71 year supply of industrial land. <br />3• UNEMPLOYMENT. The latest statistics have indicated <br />that Indian River has a 17.1% unemployment rate. I believe it <br />is your responsibility as county commissioner to do everything <br />possible to improve that rate and still hold our community as <br />a bedroom and service area. This mobile community would give <br />jobs to construction people for at least four to five years and <br />to service and supply people for an unknown number of years in <br />the future. <br />4. ECONOMIC IMPACT. There are studies that indicate <br />mobile home owners bring to the community the following <br />advantages. (a) Large bank deposits. (b) High buying <br />power. (c) They do not put a drain on mortgage money for <br />a large portion pay cash or have small loans that are paid <br />off in a short period of time. (d) They do not put a strain <br />on schools and other publically•owned facilities. <br />I consider the mobile park as the most desirable use <br />for this property. It certainly cannot be used as agriculture <br />because of the quality of the sand and industrial would be an <br />over -kill. Based on this, mobile is the answer. - <br />I hope you have found thio constructive and you will <br />vote YES, the community needs the livin accomodations and <br />the jobs the mobile community will o ' r. <br />PEK/meg <br />E.
