He stated that he would support the position, but <br />questioned why Indian River Memorial Hospital, which has an <br />emergency room and is itself a taxing entity has not been <br />considered as the sponsoring agency and the focal point for <br />ALS. <br />Dr. Frazier believed the reason is that hospital <br />activities tend to focus internally and not look out at the <br />public whereas the County Commission is working with the <br />public and is concerned with fire safety., policy safety, <br />etc. He continued that the Hospital would be involved and <br />be a major part of the system; they are in the committee <br />structure and that is part of the coordination that they <br />P <br />talked about. As to the question of salary for a Medical <br />Director, he feltethis is not as important as the concept of <br />having a paid medical director. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Wodtke, that we <br />appoint an EMS Council and that they have <br />three goals: <br />(1) tell us how to maximize the emergency --y <br />effort with the available resources; <br />(2) recommend what our future services might <br />be; and <br />(3) recommend sources of funding. <br />Chairman Scurlock asked if the Motion will allow the <br />Council the flexibility to address the scope of services <br />listed, and Commissioner Lyons stated that he mainly wished <br />to know what we can do with what we have got now, but if <br />they go into the other areas also, that is fine. <br />Lengthy discussion ensued on the importance of <br />gathering detailed statistics, the issue of how we can <br />maximize the use of the many trained people we presently <br />73 <br />
