Mgr. <br />DIVISION HEAD CONCURRENCE: <br />atric Bruce King, A P <br />FROM: Clare Zimmerman, <br />Staff Planner QQ <br />SUBJECT: PRELIMINARY PLAT APPROVAL <br />OF HIDDEN HAMMOCK II <br />SUBDIVISION <br />REFERENCES: <br />It is requested that the data herein presented be given <br />formal consideration by the Board of County Commissioners <br />at their regular meeting on December 1, 1982. <br />DESCRIPTIONS &CONDITIONS: <br />Hidden Hammock II is the proposed second phase of a <br />subdivision on 12th Street. This proposed subdivision <br />contains lots number 16-21 on a + 5 acre site. Lots 16 <br />and 21 already have single family structu Bs on them. <br />There is a + .4 acre lake in the northwest corner of <br />the property_. This lake is located within the lot lines <br />-wof.3 of the lots in the proposed subdivision. The parcel <br />is zoned R-lA, Single Family Residential (maximum 4 units/ <br />acre). -.The land use classification of the parcel, accord- <br />ing to the Comprehensive Plan, is LD -1, low density <br />(maximum 3 units/acre). A preliminary plat of this sub- <br />division was reviewed by the Technical Review Committee <br />at their September 7, 1982 meeting. <br />ANALYSIS: <br />There were several comments made by the Technical Review <br />Committee which have not been addressed by the applicant. <br />These include the following: <br />1) Lot 18 is landlocked, Access has,not been provided <br />onto either 12th Street or 45th Court. The Public <br />Works Division indicates that provision of access <br />onto 12th Street is not desirable because it would - <br />require culverting of the Indian River Farms.B2 sub - <br />lateral canal south of the 12th Street right-of-way. <br />The only road with the required frontage is 12th <br />Street. Thus, Lot 18 has no acceptable means of <br />ingress or egress. <br />2) No adequate maintenance easements have been provided <br />around the lake or for drainage culverts. <br />3) The lake and common drainage areas should be dedicated <br />to the owners and property owner documents provided <br />for maintenance of them. <br />4) An existing paved parking area which serves Lot 21, <br />and is on both Lots 21 and 18, has not been removed <br />to the rear setback line on Lot 21.; <br />5) No provision for mail delivery has been made on the <br />preliminary plat. <br />ALTERNATIVE ACTIONS: <br />The following alternative actions could be taken. <br />Alternative 1: Preliminary plat approval could be granted <br />as shown on the existing drawings..",' <br />76 <br />DEC`� � 2 PAGE 272 <br />
