As you know from <br />reading the County Neias, IeACo has short-term financial problems of major <br />proportion (in the neighborhood of $2 million). This financial dilemma has <br />developed primarily due to extreme mismanagement in the building of the new <br />wo Headquarters Building in vYashington. <br />President Pill Murphy and the officers last week called a meeting of <br />the Board of Directors in Washington. For several hours, we were led, detail <br />by detail, through the methods by which the organization reached its current <br />state. It was mind boggling. The result has, been the termination of those <br />employees responsible for the mismanagement, including Executive Director <br />Bernie Hillenbrand. A new private sector fiscal management team has been at <br />work for a couple of months to ascertain -the depth of the problems, both <br />management and fiscal. The question before all county officials today is, <br />where do we go from here? <br />The Board unanimously agreed that it is. essential to have a strong <br />voice for county government in Washington. We cannot afford to just close the <br />doors. Several actions have been taken: The staff has been reduced from 116 <br />to 55 members. One-third of the I=o office space has been released and the <br />officers have negotiated loans frcm t.,qo banks. What lies ahead is the payback <br />of the loans as well as keeping alive a vital lobbying effort. <br />In order to achieve this, two steps have been taken. One, each <br />roamb-er county will lee asked immediately to make a one-time special service fee <br />to NACo in the amount of 50% of their annual dues.
