S. Recommendation: <br />Alternatives A and B are recommended. <br />Traffic counts taken in September and October, 1982 do not <br />justify the need for left -turn phasing for 6th Avenue. <br />Accident history reveals no problems with 6th Avenue left - <br />turning traffic. Also a small capacity improvement will <br />result with the removal of a phase. However, it is rec- <br />commended to tentatively approve Alternative B until winter <br />season counts can be taken during January, 1983 to confirm <br />signal phase removal. <br />In addition, it is anticipated that traffic demand for 6th <br />Avenue will remain stable in the long run as Indian River <br />Boulevard is extended southward to.connect with eastward <br />extensions of Twelvth, Eighth, and Fourth Streets. <br />ON MOTION by Commissioner Fletcher, SECONDED <br />by Commissioner Bird, the Board unanimously <br />approved the recommendation of Mr. Orr <br />-� concerning the Signalization Study for the <br />17th St./6th Ave. Project. <br />INTERSECTION STUDY - OSLO RD. & 82ND AVE. <br />The Board next discussed the following memorandum from <br />Michael Orr dated October 28, 1982: <br />TO: Transportation Planning DATE: October 28, 1982 FILE: <br />Committee <br />SUBJECT: Intersection Study - <br />Oslo Road (CR606) at <br />82nd Avenue (CR609) <br />Project.#T82-07-01 <br />FROM: Michael L. Orr, REFERENCES: <br />Traffic Engineer <br />In response to citizen requests to remove multi -way STOP at <br />the subject intersection and from mutual opinion of the City <br />of Vero Beach/Indian River County Traffic Section, the following <br />study is submitted for formal consideration. <br />DESCRIPTION OF CONDITIONS <br />1. History: <br />82nd Avenue and Oslo Road were designated and improved during <br />1969-1970 as a Truck Route bypass around the urbanized Vero <br />Beach area from I-95 to the Florida Turnpike.
