Comprehensive Plan
Capital Improvements Element
Existing Conditions
Financial Resources
One of the chief functions of the Capital Improvements Element is to inventory the major sources of
revenue available to the county. These revenue sources determine the county's capability to fund
needed capital improvements. Table 6.1 lists the county's local, state, and federal revenue sources
and indicates the amount of revenue collected from each source during FY 2009/10. Table 6.1 also
shows the percentage distribution of total revenue received by Indian River County for each of the
revenue sources.
Table 6.1: Indian River County Revenue Sources (FY 2009/10)
Federal Sources
State Sources
Local Sources
Amount
($1,000)
% of Total
Revenue
Amount
($1,000)
% of Total
Revenue
Amount
($1,000)
% of Total
Revenue
Various
Grants
$9,924
4.60%
Local Government
Half -Cent Sales Tax
$6,929
3.21%
Ad Valorem Taxes
$84,604
39.25%
Total
Federal
$9,924
4.60%
County Revenue
Sharing
$2,576
1.20%
Enterprise Funds
$41,542
19.27%
Constitutional Fuel
Tax
$1,580
0.73%
User Fees and
Charges
$14,666
6.80%
County Fuel Tax
$695
0.32%
Special Assessments
$420
0.19%
Alcoholic Beverage
License Tax
$56
0.03%
Impact Fees
$1,432
0.66%
Distribution of
Sales and Use
Taxes to Counties
$447
0.21%
Local Discretionary
Sales Surtax
$12,661
5.87%
Mobile Home
License Tax
$111
0.05%
Tourist Development
Tax
$1,325
0.61%
Various Grants
$10,679
4.95%
Local Option Fuel
Tax
$3,336
1.55%
Total State
$23,073
10.70%
Franchise Tax
$9,255
4.29%
Interest Income
$3,482
1.62%
Other
$9,842
4.57%
Total Local
$182,565
84.69%
Total All Sources
$215,562
100.00%
Community Development Department
Adopted November _, 2011, Ordinance 2011-_
Indian River County
2
