<br />In FY 2015/16, the projected expenses for potable water and sanitary sewer services are expected to
<br />be $32,635,000. That is an increase of 4.06% from the 2011/12 projected expenses of $31,360,439.
<br />Table 6.13 shows that, in FY 2015/16, the projected expenses for solid waste services are expected to
<br />be $11,279,000. That is an decrease of 36% from the 2011/12 projected figure of $17,624,340.
<br />Operating Cost Proiections
<br />Table 6.14 provides projections of overall operating costs for the county for fiscal years 2011/12
<br />through 2015/16. In fiscal year 2015/16, the county is projected to incur approximately $217,418,162
<br />in operating costs. Based on the figures shown in table 6.14, the county's operating costs are
<br />projected to increase 9.99% between 2011/12 and 2015/16.

<br />Proiected Debt Capacity
<br />Debt Financing is one way that the county has provided for its capital facility needs. The primary
<br />rationale for providing capital facilities through indebtedness is that it spreads the cost of a facility
<br />over its useful life and thus is paid for by those who will use the facility.
