ORDINANCE NO. 2012-007 <br />established by the county. The county administrator may require septic tank waste haulers to obtain <br />wastewater discharge permits. <br />(B) The county administrator shall require haulers of industrial waste to obtain wastewater <br />discharge permits. The county administrator may require generators of hauled industrial waste to obtain <br />wastewater discharge permits. The county administrator also may prohibit the disposal of hauled <br />industrial waste. The discharge of hauled industrial waste is subject to all other requirements of this <br />part. <br />(C) Industrial waste haulers may discharge loads only at locations designated by the county <br />administrator. No load may be discharged without prior consent of the county administrator. The <br />county administrator may collect samples of each hauled load to ensure compliance with applicable <br />standards. The county administrator may require the industrial waste hauler to provide a waste analysis <br />of any load prior to discharge. <br />(D) Industrial waste haulers must provide a waste -tracking form for every load. This form shall <br />include, at a minimum, the name and address of the industrial waste hauler, permit number, truck <br />identification, names and addresses of sources of waste, and volume and characteristics of waste. The <br />form shall identify the type of industry, known or suspected waste constituents, and whether any <br />wastes are RCRA (Resource Conservation and Recovery Act) hazardous wastes. <br />Section 201.73. Wastewater discharge permit --Application. <br />(A) Wastewater analysis. When requested by the county administrator, a user must submit <br />information on the nature and characteristics of its wastewater within fifteen (15) days of the request. <br />The county administrator is authorized to prepare a form for this purpose and may periodically require <br />users to update this information. <br />(B) Permit required. <br />(1) No significant industrial user shall discharge wastewater into the POTW without first obtaining a <br />wastewater discharge permit from the county administrator, except that a significant industrial user <br />that has filed a timely application pursuant to section 201.73(C) of this part may continue to discharge <br />for the time period specified therein. <br />(2) The county administrator may require other users to obtain wastewater discharge permits as <br />necessary to carry out the purposes of this part. <br />(3) Any violation of the terms and conditions of a wastewater discharge permit shall be deemed a <br />violation of this part and subjects the wastewater discharge permittee to the sanctions set out in section <br />201.68 through 201.70 of this part.
