<br />Figure 6.18 graphically displays the forecasted capital improvements expenditures for the County
<br />during the next five fiscal years. As indicated, the sum of the total projected costs for each of the
<br />elements for the five year period is $211,983,169.
<br />Some public facilities, such as public education and health systems, are provided countywide, but are
<br />not the fiscal responsibility of the County. The County, however, is required by state statutes to
<br />provide some funds to the Indian River County Health Department (IRCHD). Consistent with state
<br />law, the Secretary of the Florida Department of Health appoints the administrator of the IRCHD with
<br />the concurrence of the Board of County Commissioners. The IRCHD maintains its financial records,
<br />and prepares its own financial report separate from the county.
<br />In the Public School Facilities Element of the County's comprehensive plan, there is an analysis and
<br />description of public schools. Based on general locational criteria for public schools, it is assumed
<br />that any new facilities which may be constructed in the County by 2017/18 will be located within
<br />existing infrastructure service areas or designated expansion areas. Therefore, those systems may be
