PPP'JAN 19 1933 BOOK <br />Commissioner Fletcher pointed out that the research done by <br />Mr. McCorkle and Mr. Gentile of the Road & Bridge Department with <br />a firm in Stuart apparently has demonstrated that this equipment <br />had an excellent record; there is a considerable difference in <br />the prices bid; and he would recommend that we give serious <br />consideration to the Belarus tractor. <br />Administrator Wright stressed that Mr. Fletcher is talking <br />about only three years of experience while we are talking about <br />running these tractors up to ten years. He further felt it <br />possible that the touchy relations between the Soviet Union and <br />America could present future problems. <br />Commissioner Fletcher noted that we also can run into <br />problems when American firms go on strike. He felt the fact that <br />the machine is easy to work on is an important factor and <br />believed it is necessary that we support the most economical and <br />efficient products. <br />Chairman Bird asked the Attorney for his advice on how to <br />handle a situation where there is such a difference in price. <br />Attorney Brandenburg stated that if the low bidder meets all <br />specifications and there is a large differential, we must justify <br />going with the low bidder on a basis that can be supportable. <br />Commissioner Wodtke suggested making a Motion to reject all <br />bids as the low bid does not meet specifications and the other <br />bid does not come within the amount budgeted, but it was pointed <br />out that the low bid does meet specifications. <br />MOTION WAS MADE by.Commissioner Fletcher, <br />SECONDED by Commissioner Lyons, to award <br />Bid #157 to the low bidder LaBelle Tractor <br />Corporation for 2 Belarus tractors in the <br />amount of $23,066.16. <br />Commissioner Lyons noted that he was reluctant to buy a <br />HN <br />
