JAN 19 1983 <br />CONTRACT FOR DR. FRAZIER - EMS CONSULTANT <br />Attorney Brandenburg reported that he had prepared a <br />contract with Dr. Frazier at the request of the Commmission, <br />which lines out the services specified in the previous meeting. <br />Dr. Frazier will be an independent contractor, and the agreement <br />continues on a month to month basis not to exceed the total sum <br />of $10,000 at the rate of $1,500 per month. Also involved with <br />this item would be a general discussion on where the funds should <br />come from. The Attorney felt there is a discrepancy as to what <br />District budget these funds should come from. <br />Commissioner Scurlock reported that it was the consensus of <br />the South County Fire Advisory Committee that the South County <br />Fire District, which is a separate entity, should not be involved <br />in the funding at any level, especially as there is no <br />contribution from the North or West County Fire Districts. <br />In the ensuing discussion, it was pointed out that this <br />involves emergency services for the whole county, and it was <br />generally felt this should come from the General Fund <br />contingency account. <br />Lengthy discussion followed as to the goals authorized for <br />the Emergency Medical Services Council, and Commissioner Scurlock <br />felt the consensus of the Commission had been that the primary <br />emphasis should focus on existing sources and their utilization. <br />Commissioner Lyons believed that the contract as drafted was <br />broader than we had in mind. He cited the three goals authorized <br />for the EMS Council at the Commission meeting of December lst <br />(1. report on how to maximize the emergency effort with available <br />resources; 2. recommend what future services might be; and 3. <br />recommend sources of funding) and felt this is what the contract <br />should authorize, plus additional tasks that might be authorized <br />by the Commission, such as standardization and coordination of <br />the existing emergency medical services. <br />70 <br />
