J A N 19 1983 <br />®K F <br />members should be limited to choosing from their own districts. <br />The Board concurred with this suggestion. <br />Commissioner Fletcher further suggested that the ordinance <br />require that members of the Board shall be residents of the <br />County with experience in the fields of zoning and building,.but <br />delete the word "control," and then state "whenever possible, <br />the membership shall include ....." <br />Commissioner Scurlock did not understand the intent of <br />specifying that the membership shall include an architect, an <br />engineer, a businessman, etc., and Attorney Brandenburg explained <br />that the Statute indicates almost this exact wording. It does <br />say "whenever possible." The rationale is that this board will <br />be confronted with a wide variety of issues and it would be <br />beneficial to have experience in all fields represented. <br />Lengthy discussion continued regarding membership require- <br />ments and the need for technical expertise, and it was pointed <br />out that, in effect, this is a board of judges who can impose <br />penalties, and they will be enforcing all codes - building, <br />zoning, health, etc. <br />Attorney Brandenburg recommended that the wording read "the <br />membership shall include, whenever possible,....." <br />Discussion then ensued regarding length of the terms of the <br />appointees, and Attorney Brandenburg explained that all terms <br />after the initial appointment are three year terms. He noted <br />that it is not required that any member be reappointed. <br />Commissioner Fletcher brought up Section 5 - Removal from <br />the Board - where it states "if any member should move or <br />discontinue his occupation..." He wished to know if the Attorney <br />felt that was necessary. <br />Attorney Brandenburg believed that provision could be <br />deleted. <br />Commissioner Lyons discussed the wording at the top of Page <br />4, which states that the Code Inspector may proceed directly to <br />74 <br />M <br />M <br />
