ORDINANCE 2012-036 <br />prior to introduction into any off-site receiving facilities. Pervious areas in the <br />drainage path shall be covered with grass or suitable ground cover which act as <br />effective filtering characteristics. <br />(q) The stormwater management system shall handle all stormwater that flows into, <br />through and from the project without creating adverse impacts on other lands <br />served by the stormwater management system or by the receiving waters relative <br />to flooding, erosion hazards, or water quality and quantity. <br />(r) No permit required by this chapter shall be issued for any development project <br />which is designed to discharge directly into; or through an outfall discharging into <br />"Outstanding Florida Waters designated by Florida Statute 403.061(27), unless <br />the system is designed in accordance with the following criteria and the criteria of <br />the St. Johns River Water Management District, in addition to all criteria <br />otherwise stated by this section: <br />1. Runoff from roads, parking lots, roofs, and other impervious surfaces shall <br />be directed to grass swales prior to entering a detention system unless off- <br />line treatment or central treatment is provided; <br />2.
