MOTION WAS MADE by Commissioner Lyons, SECONDED <br />by Commissioner Fletcher for purposes of discussion, <br />to adopt Resolution 83-13 as described above. <br />Commissioner Fletcher questioned whether the creation <br />of the taxing district and the supporting infrastructure at <br />the state level will supply the desired results. He further <br />believed it may be found that there is no longer a_need for <br />FIND'S existence and that FIND is just looking for <br />justification to expand itself and raise further taxes in <br />the process. <br />Commissioner Lyons noted that FIND still has a <br />considerable role.because of the large amount of property <br />they have. He believed that FIND should stay in existence <br />and that there are a lot of thi-ngs-they could do that would <br />be to the benefit of the public. <br />Commissioner Wodtke noted that FIND started out on the <br />Spoil Island situation, and what he reads is that they now <br />are looking at their future potential. He agreed they are <br />looking to expand - they have a 3 million dollar surplus <br />which is only for navigational purposes, and this will take <br />new direction on their part. <br />Chairman Bird asked if it is felt that FIND would levy <br />additional taxes or work with their unexpended funds, and <br />Commissioner Lyons felt it is possible they might.tax, but <br />if they get overambitious, he believed they would be made <br />aware of it. <br />Commissioner Fletcher believed that FIND has done an <br />admirable job, but felt most of the initial intent for that <br />agency has been taken over by others, and he did not want to <br />build agencies that are duplicating services. <br />Chairman Bird felt they are looking for other areas <br />because of that very reason. <br />55 <br />P 4 c F 76 <br />
