CSBG funds. <br />Our object is to assist families in attaining and maintaining adequate housing and a suitable <br />I living envisoment. Thera. are 315 cwner� occupied..subslsandard housing units suitable for reha- <br />bilitation in Indian River County. Low-income and elderly families lack the money to make <br />their homes safe and saniCary. <br />This Pilot Housing Rehabilitation Program will start in one of the oldest mUtority areas of <br />Gifford known as Geoffrey Subdivision. 'There are 98 dwelling units in the Subdivision, most <br />of which are substandard. Approximately -21 units,,are owner -occupied. We plan to assist 16 <br />low-income and elderly owners in bringing their homes up to safe and'sanitary standards. <br />2. List the factors or conditions confribu.ting to this problem or need. <br />Ian River County depends primarily on the citrus agro and tourist industries for employment, <br />se industries are seasonal and subject to adverse weather conditions, Low -skilled minim a„ <br />ed employees are subject to spasmodic employment patterns. Piper Aircraft, a major indus- <br />al employer of the skilled and semi -skilled employees; -is subject to cyclical layoffs <br />ending on the national economy. Low-income families -do not have the opportunity to accrue <br />ds for maintenance and replacement of housing components. Illustrative is a current <br />nployment rate -of 14.2%. In addition, we have 140 elderly -owner -occupied low-income <br />seholds in the County. . , <br />3. How do you propose to alleviate or reduce the problem? This must correlate with the <br />the objectives and anticipated impact on the poverty problem identified in the CSBG <br />Work Plan. <br />will provide rehabilitation consulting services which will activate rehabilitation funding. <br />om private, institutional and governmental sources. The Farmers Home Administration Section <br />4 Program provides housing rehabilitation funds in the form of (1) low-interest loans, <br />) loans and 'grants, .and (3) grants to the elderly. These funds. are not being adequately <br />ilized in Indian River County for lack of rehabilitation consulting,services. This start-up <br />gram will bring about improvement of safety and sanitation for 16 home -owners. The average <br />st of improvements will be approximately $2,000 per unit. The .$7,158 on the Grant plus <br />,842 of cash and in-kind contribution would be supplemented with about $3,200 in loans and <br />snt from the Farmers Home Administration Section 504. <br />S.
