Commissioner Lyons suggested that on Page 2, Section 3, <br />the words "technically related" be deleted, but Attorney <br />Brandenburg noted that the Statute most specifically talks <br />in terms of technical code. He suggested wording which <br />would include ".....fire, building, animal control <br />regulations, and related technical codes." <br />Commissioner Scurlock expressed concern about "lame <br />duck appointments and wished to have the terms of the <br />Commissioners related to the term of the appointees, but the <br />County Attorney informed him that this is very specifically <br />laid out in the Statutes. <br />Discussion ensued in regard to requiring that members <br />of the Code Enforcement Board shall be registered voters, <br />and it was finally agreed to add this requirement if the <br />Attorney determines that it is legal to do so. <br />Question arose as to whether it might be possible to <br />tape record these meetings and not have to type up the <br />Minutes. Attorney Brandenburg stated that tape recording <br />alone would not suffice, but the Minutes do not have to be <br />verbatim. <br />Chairman Bird opened the public hearing and asked if <br />anyone present wished to be heard. <br />Robert.Reider of the Vero Beach Civic Association <br />informed the Board that their association would like to go <br />on record in support of the adoption of an ordinance for a <br />Code Enforcement Board. He expressed their concern that in <br />the past the governing bodies have been "toothless tigers" <br />in their attempts to deal with violations of codes. <br />Michael Galanis, Environmental Health Director, came <br />forward to urge adoption of the ordinance, explaining how <br />extremely difficult their code enforcement situation was. <br />He felt that having a local Code Enforcement Board available <br />would help his department considerably since at present, <br />they must rely on Tallahassee for enforcement. <br />l8 799 . <br />FEB 16 1983 <br />
