F_ <br />FEB 16 1983 <br />52: - <br />analysis of the situation that the Medical Group is more or <br />less biding their time to see what is happening and how <br />difficult the situation will be without them, and then they <br />will resubmit their proposal. He agreed that the Commission <br />has made a commitment to the Wabasso group, but noted that, <br />in turn, it is necessary for the Commission to set some time <br />frame wherein this group has to come back ready to go or we <br />will be faced with looking at alternative uses. <br />Mrs. Ingram felt setting a time frame would help them <br />to come to some conclusion. <br />Commissioner Wodtke believed the point is that some <br />things have changed, and although the people apparently felt <br />strongly about having the Department of Corrections at this <br />location, it was his feeling that a great deal of what they <br />want to accomplish could be accomplished in conjunction with <br />the D.O.C.'s program. He emphasized that the Juvenile <br />Offender Prison system program is not merely a housing of <br />prisoners, but more of an education program, and he felt the <br />community needs to listen to a full proposal of what the <br />D.O.C. can do for -them. <br />Commissioner Lyons suggested that Mrs. Ingram arrange a <br />Meeting between the D.O.C. representatives and the people in <br />the Wabasso area so they find out what each can do for the <br />other. <br />Mrs. Ingram stated that she would like to try one more <br />time to work with -the Medical Group, and if that doesn't <br />workout, she then would call an emergency meeting. She <br />noted that this is the first time she has understood that <br />the D.O.C. program was an educational one, and stated that <br />if they could tie all these programs together, she would be <br />happy to work on it. Mrs. Ingram emphasized that it would <br />be necessary to educate the community in this regard so they <br />understand it is not intended to use this facility as a <br />W <br />M <br />
