B. PUBLIC HEARING - Petition Paving - 18th Avenue <br />Chairman Bird opened the Public Hearing and asked if <br />anyone present wished to speak. <br />William Morningstern, 205 18th Avenue, addressed the <br />Board, and commented that if 70% of the owners had agreed to <br />this paving, whatever he had to say in the negative wouldn't <br />have much importance. However, he stated he was opposed to <br />the project on two counts: 1) to paving a couple of blocks <br />here and a couple of blocks there, without making anything <br />continuous, and 2) to paving streets before installation of <br />water mains and utilities is completed. <br />Jim Davis, Director of Public Works, explained that <br />there are no immediate plans for installation of water mains <br />in the area involved, and in the future paving would be <br />coordinated with the installation of water mains, etc. <br />ON MOTION by Commissioner Scurlock, <br />SECONDED by Commissioner Lyons, the <br />Board unanimously closed the Public <br />Hearing. <br />ON MOTION by Commissioner Scurlock, <br />SECONDED ,py Commissioner Lyons, the <br />Board unanimously adopted Resolution <br />83-17 approving paving_of 18th Avenue <br />between 2nd and 4th Street as recommended <br />by staff, approved the preliminary assess- <br />ment roll, and authorized the Road & Bridge <br />Dept. to begin construction. <br />arc 52 eAU 8$0 <br />
