MAR 2 198 <br />2. The PointeS, Lot 119, Unit 2: The project site for this 55 unit <br />multi -family development is a 4.8 acre parcel that lies in the R-3 <br />zoning district which would allow up to 15 units per acre. The <br />Proposed density is 11.36 utzits/acre. <br />3. The Trellises, Lot 57, Unit 2: A 62,000 square foot retail sales <br />and "office complex is proposed for this 5.32 acre site situated in <br />the C-lA, Restricted Commercial zoning district, <br />The Land Use Element of the Carprehensive Plan designees the Moorings as <br />ID -1 with a maximum allowable density of 3 units/acre, with the exception of <br />a 10 acre commercial nate located at the intersection of Highway A -1-A and <br />Mooring Line Drive. <br />The proposed deve].opmm-iLs exceed the dc-nsity specifier) by '-he Plan, however, <br />the Canprehensive Plan states "Projects which have received site plan or <br />subdivision approval at the date of adoption of this Plan shall be con- <br />sidered in conformity with the Plan." It should also be noted that the <br />overall density within the Moorings is approximately 2 units/acre. <br />On July 7, 1982, the Board of County Cammidsioners granted a 1 year <br />extension of the site plan approval for the 3 projects with -an expiration <br />date of October 22, 1983. <br />At this time the applicant is requesting that the sitrejplan approvals for <br />Southwi.nds, the Pointes and the Trellises be extended for eighteen months, <br />with an expiration date of April 22, 1985. <br />ALTERNATIVES & ANALYSIS <br />Site plan approval terminates after one year if construction of the approved <br />Plan has not begun. Extensions may be granted by the Board of County <br />Commissioners at its discretion. <br />Traditionally, a 1 year extension of site plan approval has been granted by <br />the Board at the request of the applicant. This additional time usually <br />allows for final arrangements to be made prior to the commencement of <br />construction. Once the construction has begun, there are no applicable <br />Provisions providing a time limit to complete construction. <br />At the time of the original site plan approval it was anticipated that the <br />referenced projects would receive sewer service from Hutchinson Utilities, <br />Inc., a franchised company which provides wastewater treatment for the <br />Moorings development. <br />The existing facility is committed to approximately 880 of its capacity and <br />it is expected that single-family residences will acquire the remainder of <br />the available service. <br />Hutchinson Utilities is in the final stages of preparing plans for a new' <br />wastewater treatment facility which will service the rest of the Moorings <br />develogwnt. It is projected that the new plant will be on line and <br />operating by the end of 1983. <br />Prior to the issuance of a building permit documentation shall be received <br />from the County Utilities Division that sewer service is available for the <br />approved project. This requirement necessitates the granting of the <br />requested extension of site plan approval to allow for construction of the <br />new wastewater plant. It is anticipated construction of at least'Pone of the <br />Projects would begin within six months of the completion of the treatment <br />facility. <br />RECO .NIDATION <br />Staff recortanends approval of the Moorings Development request for the <br />extension of site plan approval for Southwinds, The'Pointes, and The <br />Trellises. <br />8 <br />
