V <br />MAR 2 1983`: <br />Discussion followed as to the County taking a stand, <br />and Commissioner Lyons noted that we have a Public Service <br />Commission and they understand the problem. He did not feel <br />they should have gotten into breaking up the Bell system in <br />the first place, and in his opinion, we should leave this <br />situation alone and let the Public Service Commission work <br />it out. <br />Administrator Wright believed that to oppose this rate <br />increase would not only take a long,time and a good deal of <br />money, but it would also require expertise that we do not <br />have. y <br />Motion was made by Commissioner Lyons that the <br />Commission express regret that the telephone- rates are being <br />raised, but indicate that we are not in a position to <br />provide the necessary testimony to take aIstand on this. <br />In further discussion, the Board generally agreed that <br />we do not have enough information to make a determination. <br />Commissioner Wodtke felt that the Commissioners as <br />individuals could voice their opinion,.but in order to speak <br />on behalf of 62,000 people, we certainly would have to have <br />some valid facts and expertise. <br />The Motion died for lack of a second, and the Board <br />agreed to take no action. <br />REPORT ON BARRIER ISLAND TRAFFIC STUDY <br />Commissioner Scurlock reported that the Transportation <br />Planning Committee approved the following Barrier Island <br />Traffic Study for conveyance to City Council. <br />STAFF RECOKE NDATIONS <br />BARRIER ISLAND TRAFFIC STUDY - FINDINGS REPORT <br />Issue 1: Through traffic on Azalea, Bougainvillea, Camelia, Dahlia and Flame - <br />vine Lanes. <br />Because of the limited number of complaints (none,in writing) and <br />traffic volumes insufficient to justify modification to existing <br />traffic patterns, staff recommends to maintain the existing roadways. <br />Occasional speeding, noise, and littering is an enforcement, not a <br />traffic engineering problem. <br />s <br />81 <br />
