ORDINANCE NO. 2013-__U5 <br />b. An official act of the Board involving no more than a ministerial act <br />including, but not limited to approval of minutes and ceremonial <br />proclamations; <br />C. A meeting that is exempt pursuant to section 286.011, Florida Statutes <br />such as a meeting with the County Attorney's Office concerning <br />settlement negotiations or strategy sessions related to litigation <br />expenditures; or <br />d. A meeting during which the Board is acting in a quasi-judicial <br />capacitv. <br />3. Any person who desires to address the Board of County Commissioners may be <br />recognized by the presiding officer, and when recognized shall step to the <br />microphone, give his or her name and address and then give his or her remarks <br />limiting his or her remarks to three minutes unless additional time is granted by the <br />presiding officer. <br />4. Representatives of groups or factions on a proposition mqy address the Board of <br />County Commissioners, rather than all members of such groups or factions at <br />meetings in which a large number of individuals wish to be heard <br />Section 5. Severability. <br />If any part of this ordinance is held to be invalid or unconstitutional by a court of competent <br />jurisdiction, the remainder of this ordinance shall not be affected by such holding and shall <br />remain in full force and effect. <br />Section 6. Codification. <br />It is the intention of the Board of County Commissioners that the provisions of this ordinance <br />shall become and be made part of the Indian River County Code, and that the sections of this <br />ordinance may be renumbered or re -lettered and the word ordinance may be changed to section, <br />article or such other appropriate word or phrase in order to accomplish such intention. <br />Section 7.
