Pintoleo <br />Utilities Director <br />SUBJECT: PUBLIC SEWERAGE SYSTEM <br />FRANCHISE APPLICATION FOR <br />SEA OAKS UTILITIES, INC. <br />FROM: Joyce S. Hamilton REFERENCES: <br />Administrative Assistant <br />Utilities Department <br />DESCRIPTION AND CONDITIONS: <br />Sea Oaks Utilities, Inc., is a public sewerage system dedicated to providing <br />sewer service to the Sea Oaks Subdivision. This subdivision is located <br />between the Indian River and the Atlantic Ocean, south of the Wabasso <br />Beach Road with access from State Road A -1-A. North Beach Water Company <br />will provide water service for this development. <br />The project will total fourteen hundred thirty-six (1436) units, ERC'S - <br />three hundred (300) gallons per day/unit. This breaks down into eight <br />hundred ninty-two (892) residential units - three hundred gallons per day/ <br />unit (ERC'S - also three hundred gallons per day/unit). Six hundred (600) <br />hotel rooms - two hundred forty (240) gallons per day/room or four hundred <br />eighty (480) ERC'S. Twelve (12) acres - one thousand (1000) gallons per <br />day/acre or sixty-four (64)'ERC'S. The plant will have a capacity of <br />± four hundred thirty-one thousand (431,000) gallons per day, determined <br />by CCL Consultants, Inc. <br />ALTERNATIVES AND ANALYSIS: <br />The rate analysis has been examined and staff finds it adequate to cover <br />operating expenses and it limits the rate of return on the rate base to a <br />maximum of twelve (12%) percent. <br />The public hearing has been properly advertised and the background data <br />has been reviewed as being complete and satisfactory. <br />RECOMMENDATION: <br />Staff recommends the approval of the subject franchise application. Approval <br />of this franchise however should not be construed as a permit to construct. <br />All plans and specifications must be"submitted to the Utilities Department <br />for approval prior to a permit to construct being issued. <br />.y <br />22 <br />R 6 1983 a® PACE <br />
