Commissioner Wodtke agreed that the County has done a <br />lot to develop our beaches, particularly Kiwanis-Hobart and <br />Wabasso, which are becoming more popular. He stressed the <br />need for lifeguards to be on duty seven days a week at these <br />parks, which would still only give minimal protection. <br />MOTION WAS MADE by Commissioner Wodtke, <br />SECONDED by Commissioner Lyons, that the <br />Board accept staff recommendation to approve <br />the transfer of $7,000 additional funds for <br />the 1983 Lifeguard Program from the County <br />Commissioners contingency fund 001-199-513-99.91 <br />to the Parks account #001-210-572-11.13; and <br />request the City and County Recreation Commissions <br />to address the problem and return with a recom- <br />mendation on adequate funding for lifeguard <br />services and other services the County performs <br />when organized groups use the parks. <br />Discussion followed with Commissioner Wodtke suggesting <br />that the Parks & Recreation Commission need to establish <br />,some guidelines relating to organized groups. <br />Chairman Bird felt these were public beaches and <br />lifeguard protection must be provided; but that funding <br />should be brought up at the next budgetary meeting, as to <br />whether it is being subsidized as.a school board function, <br />etc. <br />Tommy Thomas felt if investigation is started on costs, <br />it should not be limited to just lifeguard service, but <br />should also take into consideration cleanup costs and other <br />expenses. <br />Administrator Wright suggested that we look at the <br />entire revenue side of the Parks Department. <br />39 <br />M <br />
