Commissioner Scurlock expressed his problem with the <br />last sentence of the Humane Society letter, which states <br />that if the Humane society desires to sell the property, it <br />will first be offered to the County for its appraised value. <br />He stated that he was not particularly interested in <br />receiving $10,000 fQr the property, $1.00 would be fine, but <br />he felt the property should revert to the County at no cost. <br />Mr. Doremus replied that if the Humane Society ever <br />decides to sell the property, it would probably be because <br />of the burden of taking care -of the County contract would be <br />overwhelming. At that point, they would like the County to <br />take over that facility and operate it as an animal control <br />facility, and the Humane Society would then move to another <br />location and carry on more of the anti -cruelty type of work <br />'it is really designed.to do. The total estimate of building <br />the proposed facility is $350,000; so, if this all reverted <br />at no cost, they then would not be in a financial position <br />to reinvest in another location, which is why they included <br />that provision. If the Humane Society should cease to <br />exist, however, everything, of course, would revert to the <br />County. <br />Commissioner Scurlock continued to discuss the <br />provision to give the County the first right to purchase, <br />and brought up the possibility of obtaining an MIA appraisal <br />and eliminating the cost of the land. He noted that we need <br />a vehicle so that we are consistent about use of public <br />land; we must protect the public interest. <br />Commissioner Lyons stated he would be willing.to go <br />along with the provision if we could recover the land cost. <br />Mr. Doremus stated that the Humane Society feels very <br />strongly that the property should be purchased at a fair <br />purchase price. <br />Discussion followed and the Commissioners felt that <br />something can be worked out through negotiation. <br />42 <br />61983 <br />It was <br />5 � PAGE x,54 <br />
