Lyons <br />ssioner <br />DATE: <br />SUBJECT: <br />Apr <br />REFERENCES: <br />LE: <br />Fellsmere wants to start a Volunteer Ambulance Squad and <br />will be seeking a-Certificateof Need from the County. I had <br />a discussion with their Chief, Tom Boisvert on April 13, 1983 and <br />expressed my thoughts and connection with their proposed. <br />endeavor. I feel very strongly that all the Volunteer Ambulance <br />Squads must be hooked together so that we have a unified system <br />in the County. We need the services set up in such a way that <br />there is no question that a qualified response will be had in a <br />reasonable period�of time. Some arrangement has to be made for <br />an ambulance dispatcher to accept the information from the 911 <br />operator and transmit it to the Ambulance crew and maintain <br />communications with the crew. Further, there has to be <br />assurances that an ambulance crew is readily available to take <br />the call. Fellsmere may or may not be in the position to man an <br />ambulance on a 24. hour/7 day basis. Therefore, someone has to <br />know immediately whether or not a crew is available. This <br />requires a 24 hour a day local or area dispatcher. 'Sebastian has <br />been serving Fellsmere and has agreed to institute 24 hour <br />dispatching service right away. <br />It is my recommendation that the Sebastian dispatcher have <br />the responsibility of seeing whether -or not Fellsmere can man the <br />ambulance and if not to make arrangements for back-up. This will <br />also require additional communications at Fellsmere. If a <br />satisfactory arrangement can be made, I would recommend County <br />assistance in providing the communication. <br />At the present time, Fellsmere receives 911 dispatching <br />through radio pagers from the South County Fire District. I <br />would want the ambulance notification to be separate from the <br />fire notification and would want it to come through Sebastian <br />Ambulance Squad. In addition, I would want to see an agreement <br />for procedures and back up to include both the Vero Beach <br />Volunteer Squad and the Sebastian Squad. I understand that the <br />Sebastian Ambulance Squad plans to sell one of its ambulances to <br />Fellsmere for a nominal sum. I am not sure whether or not they <br />have the right to do this because of possible County <br />participation in the purchase and I am asking Mr. Brandenburg to <br />research this. <br />OAR 2 0 1983 <br />15 ' <br />0% PAGE P.i <br />
