Thomas Boisvert of the Fellsmere Emergency Medical <br />Services addressed the Board and confirmed that a used <br />ambulance could be purchased from the Sebastian Volunteer <br />Ambulance Squad for $1.00 if the Commission would issue the <br />"Certificate of Need" required by Sebastian. He felt that <br />the presence of an ambulance would make it easier to raise <br />funds for equipment, etc. He explained that they have had <br />great response from local people in volunteering for EMS <br />duty and hope to graduate ten additional EMTs during the <br />year. <br />Commissioner Scurlock noted that Commissioner Lyons had <br />emphasized the importance of not granting a Certificate of <br />Need until arrangements for a coordinated effort between the <br />Indian River County Volunteer Ambulance Service, Sebastian <br />and Fellsmere were completed. <br />Tom Boisvert said that one of the problems they would <br />have in a coordinated effort would be communications <br />equipment; if it is to be kept separate from the Fire <br />Department, new equipment will have to be bought. He <br />reported that Commissioner Lyons had indicated that the <br />County might help them to purchase this equipment because <br />this is something they didn't anticipate buying, and it may <br />easily run into $4,000-$5,000. <br />Mr. Boisvert stated they were not pursuing a formal <br />agreement with Sebastian at this time, as they did not have <br />an operational ambulance as yet. Once they set up I <br />procedures,. they could move from that point as they had no <br />opposition to the concept of mutual aid. Mr. Boisvert <br />continued that originally the main reason in coming today <br />was to request a Certificate of Need. However, after <br />Commissioner Lyons had informed him of his request that <br />Sebastian be incorporated into their effort, he had decided <br />to make his presentation today to get some feedback on <br />procedural problems. <br />APR 2 0193317 <br />ao .3 Pact Vc.5 <br />
