Approval of Community Services Block Grant Housing <br />Rehabilitation Program Funding Agreement <br />The Board reviewed the -following memo dated 4-13-83: <br />TO:The Honorable Members of DATE: April 13, 1983 FILE: <br />the Board of County Commissioners <br />THROUGH: Michael Wright <br />County Administrator <br />SUBJECT: Community Services Block Grant <br />Housing Rehabilitation Program <br />Funding Agreement <br />FROM:Edward J. ega REFERENCES: <br />Executive Director <br />IRC Housing Authority <br />It is recommended that the data herein presented be given formal <br />consideration by the County Commission. <br />DESCRIPTION AND CONDITIONS <br />The State of Florida Department•of Community Affairs announced in <br />their letter of March 30th, 1983, that our Application for the <br />April 1st, 1983, through September 30th, 1983, Community Services <br />Block Grant (C.S.B.G.) funding cycle has been accepted. They have <br />forwarded a copy of the Department's Contract for execution by the <br />Chairman of the Board of County'Commissioners. <br />Because of a change in the federal law, only one-fifth of the fund- <br />ing originally legislated for local government is available in <br />Florida this year. Our pro -rata share for the period indicated is <br />$7,158. The Indian River County Housing Authority is the non-profit <br />subgrtee for the Indian River County Board of County Commissioners. <br />The p ogram covered under this Grant will provide rehabilitation <br />consul ing services which will activate rehabilitation funding from <br />private institutional and governmental sources. <br />The Farmers Home Administration Section 504 Program provides housing <br />rehabilitation funds in the form of (1) low-interest loans, (2) loans <br />and grants, and (3) grants to elderly. There are 315 owner -occupied <br />substandard housing units suitable for rehabilitation in Indian River <br />County. Low-income and elderly families lack the money to make their <br />homes safe and sanitary. <br />This Pilot Housing Rehabilitation Program will start in one of the <br />oldest minority areas of Gifford known as Geoffrey Subdivision. <br />There are 98 dwelling units in the Subdivision, most of which are <br />substandard. Approximately 21 units are owner -occupied. tae plan to <br />assist 16 low-income and elderly owners in bringing their homes up <br />to safe and sanitary standards. <br />ALTERYA- TIVES AND ANALYSIS <br />This is our first funding under legislation passed by Congress which <br />consolidates various social programs into block grant categories for <br />administration by the state and local government. Funds not applied <br />for from the Community Services Block Grant Program will be redistrib- <br />uted among counties that make application. <br />C <br />
