Public Works Director Davis reported that he had <br />received two letters dated 5/3/83 from 16th Place property <br />owners, asking that their names, Paul Clinker and Charles <br />Engle, be removed from the petition. This resulted in only <br />55.6% of the people on the block (5 out of 9) signing the <br />petition for paving; frontage percentage being 49.50. <br />A letter was also received from Donald & Betty Reams <br />stating their opposition to the paving and asking that their <br />names be removed from the petition, resulting in the per- <br />centage dropping to 500. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Scurlock, that <br />the Board postpone the hearing on the <br />paving of 16th Place until such time as <br />67% of the property owners have signed <br />the petition. <br />Discussion was held on why some property owners had <br />changed their minds, and it was determined there is a <br />problem in that area with drainage due to the presence of <br />limerock on the surface. There has been poor drainage in <br />the Rock Ridge area for a number of years. <br />Director Davis reported that we had indicated that we <br />would drain the road to 6th Avenue. That is the only way <br />the drainage can go in the area. There were some promises <br />made to some people when 17th Street came through that the <br />D.O.T. would improve their drainage, but, evidently, that <br />did not occur. He stated that the County cannot cure all <br />the drainage problems there without some massive improve- <br />ments in that area, as identified in the study by Reynolds, <br />Smith & Hills, but did feel that they could improve the <br />drainage in that area by providing a secondary drainage <br />49 <br />$Q K 53 , wE 385 <br />
