MAY 18 198 5 48 <br />Mr. Buchanan stated that a 48 -bed unit also would be <br />needed and would actually convert into a 56 -bed unit in that <br />the 8 beds required for juveniles could be contained in a <br />quadrant of that facility, the only condition being that the <br />juveniles must be separated by sight and sound from the <br />adult population. <br />Forty-six beds would be maximum security cells, which <br />cost much more to construct due to required security <br />hardware, doors, windows, light fixtures, etc. Any <br />additional housing would be probably of a less secure type, <br />which is less expensive. <br />Space Requirements - Jail <br />Based on the projection of future jail population, they <br />recommend a jail facility of approximately 56,000 square <br />feet. Mr. Buchanan explained that they feel it is cost <br />effective to include infirmary rooms in the jail rather than <br />have to post officers in the hospital to guard prisoners in <br />recovery. He further explained that some of the areas, such <br />as the kitchen, laundry and equipment areas are oversized to <br />accommodate further growth. <br />The functional program for the new jail contains nine subprograms which, <br />with their corresponding space recommendations, are included below: <br />• <br />Detention Administration/Visiting <br />4,095 <br />SF <br />• <br />Intake and Reception <br />4,644 <br />SF <br />• <br />Prisoner Housing <br />36,208 <br />SF[1] <br />• <br />Medical and Health Care <br />1,268 <br />SF <br />• <br />Kitchen/Dining Area <br />4,219 <br />SF <br />• <br />Commissary and Stores <br />897 <br />SF <br />0 <br />Laundry <br />1,323 <br />SF <br />0 <br />Maintenance and Central Plant <br />2,444 <br />SF <br />• <br />First Appearance Courtroom <br />826.SF[3] <br />TOTAL - 55;924 <br />SF[2] <br />The jail population, which averaged 75 six months ago, <br />has been averaging over a 100 for the last few months. They <br />believe the 160 figure would be reached sometime in the late <br />16 <br />
