B n C <br />�c� FAGS <br />On May 13, 1980, the applicant submitted a rezoning request to R -2B, Multi- <br />ple -Family District (8.1 units/acre). At the time of submittal, the County <br />did not have a R -2D zoning district or an adopted Comprehensive Plan. After <br />extensive discussion with the Planning and Zoning Department regarding the <br />future recom anded densities for the area, the applicant withdrew his <br />application until the implementation of a six unit/acre multiple -family <br />zoning district and final adoption of the Comprehensive Plan could be <br />accomplished. <br />During this period (June 25, 1981) the applicant obtained site plan approval <br />of the Timber Ridge Center on 14.1 acres zoned C-1, Commercial, directly to <br />the south. The center is designed to provide the future residents of <br />Timber Ridge and near area residents with a commercial and recreational <br />facility. <br />It is the intent of the applicant to incorporate the commercial property, <br />the subject property, and properties owned by the applicant to the north <br />into a recreational -residential community. <br />On April 14, 1983, at their regular meeting, the Planning and Zoning <br />Commission recommended approval of the rezoning request. <br />ALTERNATIVES & ANALYSIS <br />Land Use Analysis: In this section, an analysis of the existing land use <br />pattern will be presented as well as a discussion of the future land use as <br />established in the Land Use Element of the Comprehensive Plan. <br />Existing Land Use Pattern: The site is presently vacant. The surrounding <br />land uses include: <br />North (1) Dixie Gardens Subdivision, Units 3 & 4 <br />(approximately 4.41 units/acre); <br />(2) Mii.spering Palms Subdivision <br />(approximately 4.66 units/acre); <br />(3) Caribbean Circle Subdivision <br />(4.09 units/acre) <br />South - (1) Timber Ridge - <br />Center (Commercial & Recreational); <br />(2) Oslo Road; <br />Timber Ridge, Inc. Rezoning Request <br />April 19, 1983 <br />Page 2 <br />West - Lateral "J" Canal <br />East - (1) Scattered single-family residences <br />(2) Dixie Gardens Unit 2 (approximately 4.24 <br />units/acre) <br />Future Land Use Pattern: -The Comprehensive Plan designates the area as LD -2 <br />(maximum of six units/acre). While the gross density of this rezoning <br />request is slightly higher than that of the single-family developments to <br />the north and east (average of 1.61 units/acre), mitigation can be obtained <br />by requiring appropriate buffer techniques during the site plan review <br />process. To the west, the Lateral "J" Canal provides a buffer to future <br />development. The request is compatible with the commercial area to the <br />south in that the proposed zoning designation would provide an intermediate <br />zoning district between the commercial district and the single-family <br />district. <br />Roads/Traffic: The subject property is currently provided with a potential <br />primary access through the Timber Ridge Center to Oslo Road. Subsequent <br />phasing shown on the approved plan for the Timber Ridge Center depicts a <br />divided road connection between the two parcels. <br />Currently, the main entrance into the project is via a 25 foot road. <br />Upon completion of Phase One of the Timber Ridge Center site plan, this road <br />will contain a 50 foot right-of-way with a minimum of a 10 foot median <br />strip. Design coordination of this road system into the project will be <br />required prior to site plan approval of the residential area. <br />- M M <br />
