They sent the necessary modifications to the <br />contractor for his review and his estimate of cost. <br />Commissioner Scurlock felt this is basically an <br />unanticipated expenditure because the engineers' oversight <br />in not checking with the City's electrical department and, <br />• therefore, not anticipating underground service. <br />Mr. Wills stated that when the plans were submitted to <br />the City of Vero Beach, they believed the City would <br />evaluate them in all aspects, and Engineer Robbins explained <br />that their normal procedure is to submit such plans to the <br />City Utility Department and request that all changes and <br />comments necessary be given back to them in writing. They <br />received an indication that the plans were approved, and <br />then two days before bid, they got the notice from the City <br />that they wanted the power to go subgrade. <br />Administrator Wright wished to know why it is necessary <br />to go underground, and it was.explained that all utilities <br />are done that way in this South Beach area and they want <br />this to be consistent and compatible with adjacent areas. <br />Administrator Wright asked how far we are going to run <br />underground, and Mr. Wills stated that it varies, possibly <br />500' at the fire station, and 300' or so at the elevated <br />tank. The Administrator next inquired whether the fire <br />station will benefit from any of this Change Order, and the <br />engineers were not aware of any benefit accruing to the fire <br />station. <br />Mr. Wills then reviewed the reasons for deleting the <br />chlorination system (Item 2) and informed the Board that the <br />City is under scrutiny by the DER now for problems relating <br />to their chlorination process. <br />Engineer Robbins explained in detail the City's problem <br />with the DER trihalomethane requirements, which relate to <br />the organic content of the water and are the reason the DER <br />MAY 1 19� 6 s 1X1 , 53 wi'5 5 <br />3 <br />
