MAY 18 1983 fe:Fy;n� <br />Commissioner Scurlock stated that his personal approach <br />would be to form a committee consisting of staff and one <br />Commissioner to begin negotiation with the City on these <br />issues and come back with a recommendation. <br />Discussion ensued as to handling this stage of <br />negotiations on just a staff level, and Finance Director <br />Barton reported that the City of Vero Beach had instructed <br />their staff to conduct the initial negotiations. <br />Administrator Wright stated that he would like the <br />negotiating team to consist of himself, needed staff, and <br />Attorney Brandenburg. <br />Chairman Bird concurred with the Administrator's <br />recommendation. <br />Commissioner Wodtke felt if we have a problem, we need <br />to deal with it, and no one is going to convince him to give <br />them one thing to get another. <br />Mr. Barton believed the City also felt that each issue <br />should stand on its own. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />authorized staff to begin negotiations with <br />representatives of the City of Vero Beach on <br />the various issues as discussed above and come <br />back with a recommendation, at which time the <br />Commission will determine policy. <br />REQUEST INHOUSE STUDY RE DATA PROCESSING OPERATIONS <br />Finance Director Barton reviewed his memo, as follows: <br />
