Dr. DeGrove would evaluate the progress, and recommend to <br />the Cabinet what area he felt should be designated an area <br />of critical concern. The Government and Cabinet could make <br />this designation and then it would take action of the <br />Legislature to overturn it. <br />Mr. Shannon concurred, noting that the Department of <br />Community Affairs has the option to recommend designation of <br />the entire area or just a small portion with specific <br />problems. <br />Question again arose as to whether the Regional <br />Planning Council had always considered Hutchinson Island as <br />including Indian River County. <br />Mr. Shannon explained that the Regional Planning <br />Council originally wished to review the developments <br />occurring in the southern portion of St. Lucie County as <br />Developments of Regional Impact, but could not get this <br />done, which led to frustration; the only other resource <br />program to get hold of this problem was the critical area <br />program. He believed the area they were concerned with was <br />from the Fort Pierce inlet to the St. Lucie inlet. <br />Chairman Bird noted that actually it.was the state <br />which took action to include Indian River County, and Mr. <br />Shannon concurred, stating that the RPC neither endorsed <br />this proposal nor rejected it. <br />Commissioner Lyons emphasized that he wanted the <br />opportunity to prevent this report in its present state from <br />being published, which gives it a certain legitimacy in <br />people's eyes. <br />Chairman Bird felt our option is that we either <br />continue to fight to get out of the committee or participate <br />aggressively to protect our planning and foresight and <br />hopefully the outcome may be consistent with our policies <br />and require very little change in our county. <br />11 <br />L- MAY 2 5 1983 <br />BOOK <br />
