In summary, the Growth Management Plan sets forth policies which will have <br />a significant effect on development in Vero Beach and the barrier island <br />as a whole. Because of such a wide ranging impact, the policies should <br />not be adopted while there is a question concerning their impacts on each <br />of the jurisdictions involved. While the Planning staff supports environ- <br />mental preservation, low density and growth management, it is impossible <br />to supporf the Committee's policies concerning these issues without know- <br />ing the full impact of same. <br />Of course, considerations should not be limited to the above as a review <br />by Council may reveal additional concerns. <br />The Resource Planning and Management Committee will meet at 9:00 a.m. on <br />June 2, 1983, in Ft. At that time, the amendment process will <br />begin. <br />Based on discussions held by the subcommittee, and the <br />attached copy of the report, the Development Coordinator's Office <br />and the County Attorney's Office share the following concerns: <br />1. The subcommittee has refused to <br />acknowledge that individual property <br />rights are an issue. No discussion has <br />been held concerning local government <br />implementation of the recommended <br />policies. Of all the recommended <br />policies, the policy on density transfer <br />(page 19) is perhaps the most disturbing <br />as it eliminates all density credits in <br />environmentally sensitive areas, which <br />are not defined.
