Box 613 <br />Ft.,Pierce, F1. 33454 <br />Subject: June 2, 1983 Hutchinson Island Resource Management <br />Committee Meeting - Subcommittee Report <br />Dear Mr. Cassens: <br />During the last eighteen months, the Board of County <br />Commissioners of St. Lucie County has undertaken -a series of <br />measures to formulate and implement a logical, factual, and <br />scientific management program for the Barrier Islands. Among <br />the steps that the Board has taken as a part of its integrated <br />and comprehensive approach are the following: <br />1. Adopted a moratorium on the consideration of approval <br />of most site plans on the Barrier Islands. <br />2. Prepared an impact study of Barrier_ Island development. <br />3. Based on'the results of the impact study, imposed tem- <br />porary limitations on the consideration and approval of <br />Barrier Island site plans. <br />4. Commenced a needs analysis as a predicate to adoption <br />of an impact fee ordinance. <br />5. Drafted and presented to the Florida legislature a bill <br />creating the St. Lucie County Expressway Authority. <br />6. Drafted and presented to the Florida legislature a bill <br />authorizing creation of an environmental control board. <br />7. Instituted a Barrier Island Traffic Monitoring program. <br />8. Commenced an environmental and financial feasibility <br />study of transportation improvements on and to the Barrier <br />Islands. <br />9. Commenced legal research into a rate of growth ordinance <br />for the.Barrier Islands. <br />10. Amended the County's Comprehensive Plan to incorporate <br />protective environmental policies. <br />18 <br />
