RESOLUTION NO. 99- 92 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY REQUESTING THE FLORIDA DEPARTMENT <br />OF TRANSPORTATION TO EXPEDITE THE 4-LANING OF SR 60 FROM <br />1-95 TO THE FLORIDA TURNPIKE. <br />WHEREAS, SR 60 west of Interstate 95 is a Florida Intrastate Highway System (FIRS) <br />roadway planned for expansion from 2 lanes to 4 lanes; and <br />WHEREAS, the Florida Department of Transportation (FDOT) is responsible for <br />programming improvements to the FIRS; and <br />WHEREAS, the FDOT's current adopted Five Year Work Program (FY 1999/2000 through <br />2003/2004) includes seven separate projects associated with the widening of SR 60 from 1-95 to the <br />Florida Turnpike; and <br />WHEREAS, only three of the seven SR 60 widening projects have construction phases <br />included in the current FDOT Five Year Work Program, with the other four projects having <br />preliminary engineering or right-of-way phases included in the current Five Year Work Program; <br />and <br />WHEREAS, the entire SR 60 4 laning project will not be completed for at least twelve years <br />given FDOT's rate of programming project phases; and <br />WHEREAS, SR 60 is a principal evacuation route for the east central Florida area; and <br />WHEREAS, SR 60 experienced Hurricane Floyd evacuation problems, including traffic <br />queues as long as twelve miles and delays as long as four hours in the vicinity of the SR 60/Florida <br />Turnpike interchange; and <br />WHEREAS, such delays could result in property damage, injuries, and loss of life during <br />a severe storm event; and <br />WHEREAS, the Indian River County Metropolitan Planning Organization has identified the <br />4 laning of SR 60 West of I-95 as one of its top priorities for the last five years. <br />NOW, THEREFORE, BE 1T RESOLVED BY THE INDIAN RIVER COUNTY BOARD OF <br />COUNTY COMMISSIONERS: <br />That the Indian River County Board of County Commissioners requests the Florida <br />Department of Transportation to expedite the 4 laning of SR 60 from I-95 to the Florida <br />Turnpike in order to improve evacuation time and enhance evacuation safety for residents <br />of east central Florida. <br />
