M M M all of those offices, departments, agencies, groups or individuals, designated by the Board of County Commissioners of Indian River County to provide a function or service relating to animal control or regulation under the terms of this ordinance. 3) Bite: An action whereby an animal physically breaks the skin of -another animal or human with its teeth. 4) Designated Impoundment Facility: Any facility designated or recognized by the Board of County Commissioners of Indian River County for the purpose of impounding and caring for animals. 5) Exposure: An act whereby an animal has bitten, scratched, or placed its saliva in contact with the mucous mem- brane or an open lesion, cut or wound of another animal or human. 6) Humane Society: Shall mean the Humane Society of Vero Beach, Inc., or any association, organization, or corporation, whether for profit or not, which pursues substantially similar goals and objectives. 7) Livestock: Shall be construed to mean horses, mules, cattle, sheep, goats, swine and other grazing animals. 8) Non -Resident or Temporary Resident: Any owner of an animal regulated by this ordinance who does not habitate or reside within Indian River County for longer than four (4) months out of any given year. 9) Owner: Any person, as defined, who has the right of property or custody of an animal or who keeps, harbors or maintains an animal or knowingly permits an animal to.remain on or about any premises occupied by that person. 10) Person: Any individual, corporation, partnership, organization, association, trust, joint venture, or other entity commonly recognized by law as a unit capable of ownership or management of property. 11) Restraint: An animal shall be considered under restraint only if it is: (a) within the real property boundaries of its owner, or of any other person with the express permission of that -person, or JUN 15 199600K EUJ WE
