JUN 15 1983 a4©K F,, 814 <br />Existing Land Use Pattern - The subject property is presently <br />being utilized as a citrus grove. The areas immediately <br />adjacent to the subject property are also in groves. -Sin- <br />gle-family residences -are located within the groves to the east <br />and north sides of the subject property. In the east, north, <br />and south vicinity of the property lie numerous single-family <br />residential subdivisions. The subdivisions and their respec- <br />tive densities are as follows: <br />1) Magnolia Estates - 1 unit/acre <br />2) Kanawha Acres - 1 unit/acre <br />3) Glendale Lakes - 2.24 units/acre <br />4) Orangewood Estates - 2 units/acre <br />.5) Idlewild - 3.65 units/acre <br />6) Sundowners - 2 units/acre <br />7) Silver Oaks Estates - 1 unit/acre <br />8) Tropicolony - 4.48 units/acre <br />9) Old Sugarmill Estates - 1.64 units/acre <br />10) Raintree Corner - 1.47 units/acre <br />11) Briarwood - 1 unit/acre <br />12) Banyan Acres - 1 unit/acre <br />Future Land Use Pattern - The subject property is designated <br />LD -1 (Low Density Residential to a maximum of 3 units/acre) on <br />the;Indian River County Comprehensive Plan. To the west of <br />58th Avenue, the Plan designates those areas as RR -1 (Ru- <br />ral -Residential to a maximum of .04 units/acre). The existing <br />character of the area and the R-1AA, Single -Family Residential, <br />district proposed by the applicant will serve as an effective <br />intermediate land use buffering the RR -1 land uses from the, <br />more intense land uses of the LD -2 (Low Density Residential to <br />a maximum of 6 units/acre) areas to the east of 43rd Avenue. <br />Traffic - The subject property is served by 58th Avenue, a <br />major arterial, and 16th Street, a secondary collector. If the <br />subject property is developed at the maximum density, it is <br />anticipated that it will generate an additional 535 Average <br />Daily Trips (ADT). This additional traffic will not produce a <br />significant impact on either 16th Street or 58th Avenue. <br />Utilities - The subject property is not served by municipal or <br />county water and sewer service. It is anticipated that the <br />development would be served by individual wells and septic <br />systems. <br />Environment - The subject property is not within a flood hazard <br />zone as depicted on the Flood Insurance Rate Maps (FIRM), nor <br />is it designated as environmentally sensitive on the <br />Comprehensive Plan. <br />RECOMMENDATION <br />Based upon the above analysis, staff recommends approval. <br />Mr. Challacombe wished to point out the R-1AA is the <br />second lowest designation in the county. The surrounding <br />areas are primarily in groves. This is an LD -1 designation. <br />There is LD -2 to the north and east. Directly to the west <br />is RR -1 which is 22 acres per unit. Staff looks at the <br />whole area as being a transition from LD -2 and the lower <br />79 <br />
