Pint <br />Utility Services Di ector <br />SUBJECT: PRIVATE COMMUNITY WATER SYSTEM <br />FRANCHISE APPLICATION FOR <br />TAMARA GARDENS WATER COMPANY <br />FROM: Joyce S. Hamilton REFERENCES: <br />Administrative Assistant <br />Utility Services <br />DESCRIPTION AND CONDITIONS: <br />Tamara Gardens Water Company is a private community water system dedicated <br />to providing water service to the Tamara Gardens condominium development. <br />Tamara Gardens is located on the south side of State Road 60, west of Kings <br />Highway and east of I-95. <br />Wastewater needs will be provided by individual wastewater systems with four <br />dwelling units per half acre/two units per individual system as approved by <br />HRS -Environmental Health Division. <br />This project will total fifty-two (52) units. ERC`s (equivalent residential <br />connection) - three hundred fifty (350) gallons per day of water consumption <br />to be treated. One condominium unit is equal to 250/350 of an ERC or .7143 <br />of an ERC. <br />ALTERNATIVES AND ANALYSIS: <br />The rate analysis has been examined and staff finds it adequate to cover op- <br />erating expenses and it limits the rate of return.6n the rate base to a <br />maximum of twelve (12) percent. <br />The public hearing -has been properly advertised and the background data <br />has been reviewed as being complete and satisfactory. <br />RECOMMENDATION• <br />Staff recommends the approval of the subject franchise application. Approval <br />of this franchise however should not be construed as a permit to construct. <br />All plans and specifications must be submitted to the Utilities Department <br />for approval prior to a permit to construct being issued. <br />Utility Services Director Pinto confirmed that this is <br />a fairly straightforward franchise request for a 52 unit <br />project. The wastewater is handled through a septic system <br />which is out of our jurisdiction. There is nothing <br />different in this franchise other than the requirement for <br />the company to inform users of the possibility of the county <br />taking the system over, at which time they would be subject <br />to county rates. <br />W <br />a � r <br />
