He <br />thought there was probably a much larger group opposed to <br />this than appears and urged a referendum. <br />Commissioner Scurlock asked if Mr. Reider would be <br />opposed to establishing the MSTU with the provision that it <br />be contingent on a referendum or straw ballot, i.e., the <br />district would be created but no millage set. Mr. Reider <br />felt that would be a good way to do it. <br />Chairman Bird requested Attorney Brandenburg to do some <br />research on options as far as referendums were concerned in <br />regard to cost and a specified time <br />Attorney Brandenburg advised that one option would be <br />to create the district now, and in March of 1984, put it on <br />the ballot as a straw ballot; another option would be to <br />create the district now and have it subject to approval by <br />voters at a special election prior to January lst. The cost <br />of a special election would not be more than $2,000, and if <br />this were to be part of the general election, it would be <br />substantially less. <br />Chairman Bird emphasized that if we set up the taxing <br />unit today, we are not really committed to levying a tax, or <br />for that matter, even to building the bike path. <br />Ms. Katie Kutschinski asked if the amount of millage <br />would appear on the -ballot and it was explained that it <br />would be very specific and all laid out on the ballot. <br />Mr. LaFond asked if the bike path failed on the straw <br />ballot,.would that be the end of it.
