JILL 6 1993 <br />TO: The Honorable Members of the DATE: June 23, 1983 FILE: <br />Board of County Commissioners <br />through: Michael Wright, <br />County Administrator <br />SUBJECT: Award of Bid - Double Surface <br />Treatment Paving Improvements <br />FROM: Jim Davis, P.E.,; <br />.REFERENCES: <br />Public Works Dig or <br />DESCRIPTION AND CONDITIONS <br />As approved by the Transportation Planning Committee and Board of County Commiss- <br />ioners, the Public Works Dept. 1982/83 Road Improvement Program included the applicatioL <br />of a Double Surface Treatment Wearing Course on 4 County Subdivision feeder roads'and <br />the Oslo Transfer Station Road. This construct.on technique is substantially less <br />expensive than hot mix asphalt, and is a potential candidate for improving many rural <br />roads at a lesser'cost. <br />Bids were publicly advertised and received Juue 20, 1983. Two bidders responded <br />with the low bid of $135,850 being submitted by Dickerson, Inc. of Stuart, Florida. <br />The preliminary estimate prepared by the Engineering Department as reported in the <br />1983 Road :Program is $143,983. The cost per lineal foot for the base and su-i-face <br />coarse is $10.85. A typical hot mix asphalt road presently is costing $13.30.per <br />lineal toot. The roads to be paned are as follows: <br />1) 32nd Avenue - 1st St. S.W. to 4th St. <br />?,ength = 20640 L.F. (1/2 mile) <br />Average Daily Traffic (ADT) = 272 Vehicles Per Day (VPD) <br />2)_ 1st Street - 50th Ave. to 43rd Ave. <br />Length = 2,640 L.F. ( 1/2 mile) <br />ADT = 474 VPD <br />3) 14th Streei: S.W. — 27th Ave. to 17th Ave. <br />Length = 30OU L.F. (0.6 'mile) <br />ADT = 400 VPD <br />r� <br />4) Elaine Street - 126th St. to Gibson St. in Roseland <br />Length = 2640 L.F. (1/2 mile) <br />ADT = 377 VPD <br />5) Road leading to the Oslo Lift <br />Length = 1600 L.F. <br />ADT = 901 VPD <br />ALTERNATIVES AND ANALYSIS <br />Station. West of Old Dixie Highway <br />Since the low bid submitted by Dickerson, Inc, is below the Engineering estimate, <br />the only alternative presented is to accept the low bid as submitted by Dickerson, Inc. <br />in the amount of $135,850. The bid bond and questionnaire were completed and submitted. <br />the Bid is in order and properly submitted. <br />RECOMMENDATION AND FUNDING <br />It is recommended that D.P.W. Projects 8301, 8302, 8303, 8304, and 8305 be <br />awarded to Dickerson, Inc. in the low bid amount of $135,850. Funding to be from <br />Account #004-214-541-35.39, unencumbered balance as of June 16, 1983 is $406,366.87. <br />54 <br />
