The Board thereupon recessed at 12:00 Noon for lunch <br />and reconvened at 1:30 P.M. with the same members present. <br />PRESENTATION RE SITE SELECTION FOR CRIMINAL JUSTICE FACILITY <br />Tom Pinkerton of Frizzell Architects made a <br />presentation in regard to their analysis and recommendation <br />re a site for the Criminal Justice Facility, which was done <br />in reaction to instructions at the Board meeting of May <br />18th. He noted that site proposals were to be submitted to <br />Public Works Director Davis and then analyzed by him and the <br />architects. Mr. Davis received eight proposals, and they <br />have evaluated and ranked each of the sites. Mr. Pinkerton <br />reported that in this evaluation they employed National <br />Institute of Corrections site selection criteria evaluation <br />standards, which are based on seven categories - physical <br />characteristics, valuation, proximity, accessibility, <br />services, impact on surrounding environment, and <br />construction considerations, and given points accordingly. <br />Mr. Pinkerton continued that all sites are clustered in a 5 <br />mile area, and most of the sites are quite similar and <br />within an acceptable range in the criteria of physical <br />characteristics. The greatest disparity comes under the <br />category of valuation, impact on surrounding environment, <br />and service facilities. (Complete analysis is on file in <br />the Office of the Clerk.) <br />Mr. Pinkerton then reviewed the various sites, noting <br />that their final recommendation is for Site 7, adjacent to <br />the Airport. Major access would be off South Gifford Road, <br />with secondary access possible from 43rd Avenue. This site <br />offers sufficient area for the complete complex as well as <br />allowing for expansion. <br />Public Works Director Davis informed the Board that it <br />seems there was a misunderstanding about the purchase price <br />of Site 7 - it should have been $7,000 per acre, not $6,000. <br />61 1 500K 53 RGE 941 <br />
