Commissioner Lyons brought up the requirement that the <br />Jail must be in the County seat and believed it would be <br />much more clear cut if we had a piece of property adjacent <br />to the City line so that we would request annexation and <br />eliminate any question about the facility being in the <br />County seat.. He continued that the Public Safety Committee <br />was somewhat uncomfortable with going as far north as Winter <br />Beach Road and felt a location such as this would be greatly <br />preferable. <br />Mr. Pinkerton agreed that would be one more plus for <br />this particular site, and explained they did not address <br />this because it is a complicated legal issue. <br />Discussion continued re accepting Site #7, and Chairman <br />Bird asked if the Commission would be any more comfortable <br />about making this decision at a public hearing at the next <br />meeting. <br />Commissioner Scurlock stated that he did not want to go <br />through a public hearing until we are sure this site will <br />work out as to utilities, etc. <br />Commissioner Wodtke noted that every other site would <br />have required a package plant on site. <br />Mr. Pinkerton recommended that the Board set time <br />frames in order to keep out of trouble with the Department <br />of Corrections. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Lyons, to accept Site <br />#7 as our choice for a Criminal Justice Facility <br />contingent on working out within 30 days proper <br />utility arrangements and acquiring an additional <br />10 acres either east or south of said site. <br />Commissioner Lyons wished it stated in the record that <br />we presently have a jail located in the middle of a <br />JUL 6 1983 63 .
