_ shall serve as the eligible recipient's contractual <br />commitment to comply with the requirements of the <br />IRCLHAProgram. <br />C. Estimated Unit Assistance and Pricing for the <br />IRCLHAProgram <br />Use of the listed Local Housing Assistance Program Strategies <br />by the IRCLHAProgram will result in the provision of eligible <br />housing units for residents of the county. The housing units <br />assisted can be expected to serve various populations of <br />eligible recipients. Exhibits "A", "B" and "C", respectively <br />list the Housing Delivery Goals for funds provided by the SHIP <br />Program for FY 2000-2001, FY 2001-2002, and FY 2002-2003. <br />The estimates listed in Exhibits "A", "B" and "C" shall not be <br />considered binding requirements to be satisfied by the <br />IRCLHAProgram. The estimates shall serve as references in <br />conducting the IRCLHAProgram, and may be utilized in <br />comparison to completed assistance activities of the <br />IRCLHAProgram. <br />D. IRCLHAProgram Administration/Implementation Activities <br />The IRCLHAProgram shall be administered and implemented by the <br />Indian River County Community Development Department. The <br />Community Development Department may, with the approval of the <br />Indian River County Board of County Commissioners, contract - <br />out with private or public, profit or non-profit organizations <br />for services to conduct one or more administration or <br />implementation activities of the IRCLHAProgram. <br />The general administration and implementation activities for <br />the IRCLHAProgram shall comply with the guidelines and <br />procedures established for the administration and <br />implementation activities listed in the following sections: <br />1. Program Expenditures <br />A maximum of ten percent (10) of the annual local distribution <br />to the Indian River County Local Housing Assistance Trust Fund <br />(IRCLHATF) may be expended to provide for the costs of <br />administering and implementing the IRCLHAProgram. The Board <br />of County Commissioners has made a finding by separate <br />resolution that expenditures for administration and <br />implementation of the IRCLHAProgram may exceed five percent <br />(5%) of the IRCLHATF annual balance; however, at no time shall <br />the funds expended for administration and implementation of <br />the IRCLHAProgram exceed ten percent (10%) of the local <br />distribution for that fiscal year. <br />MW <br />
